Abstract
This chapter offers the macro-lens of IHE in two countries. It mainly documents and analyses national rationales, objectives and strategic priorities regarding IHE, 2008–2020. It explores how different rationales affects objectives and strategic priorities at the national level between an emerging international higher education market (China) and a mature international higher education market (Australia).

The concept of scientific development refers to one of the guiding socio-economic principles of the Communist Party of China (CPC) and was the central feature of former Party General Secretary Hu **tao’s attempts to create a ‘harmonious society’. This is quite a difficult concept to define in the Chinese context, a difficulty compounded by the necessity of translation.

Short term policy refers to 1-year policy, mid-term policy refers to 4 to 5-year policy and long-term policy refers to 10-year policy.
