Introduction

There are many reasons why existing structures may have insufficient capacity to resist the expected seismic events, or their performance may be considered as unsatisfactory by designers and stakeholders. Examples include (but are not limited to):

  • Updated hazard assessment for the site, based on new seismological data and/or improved analyses, that increases the intensity of the design earthquake for the various limit states;

  • Change of use of an existing structure that increases the overall risk in case of an earthquake (e.g., an office building which now headquarters strategic departments of civil protection or an industrial building which now contains hazardous substances);

  • Design and construction of the structure carried out with obsolete methods (e.g., with insufficient ductility of members and joints).
