Despite the ambiguity surrounding as to who first conceptualized the idea of a multilateral financial institution for Asia, many factors prevailing during postwar global politics, reconstruction led by Bretton Wood institutions, establishment of regional Inter-American Development Bank (IDB) for Latin America and Caribbean in Washington, rise of nationalism of independent countries, and nation-building and spirit of increasing regionalism are behind the foundation of the Asian Development Bank (ADB). In 1963, a resolution was passed at the first Ministerial Conference on Asian Economic Cooperation held by the then governance Economic Commission for Asia and the Far East (presently United Nations Economic and Social Commission for Asia and the Pacific) (see chapter “Economic Commission for Asia and the Far East”) which culminated in establishment of the ADB in 1966 as a developmental financial institution at Manila, Philippines (McCawley 2016).
