Zusammenfassung

In früheren Jahrzehnten war die Energieversorgung vor allem ein Thema der nationalen und europäischen Politik sowie ein Betätigungsfeld großer Konzerne. In den letzten Jahren engagieren sich hingegen Kommunen, zivilgesellschaftliche Organisationen und Initiativen sowie kleine und mittelständische Unternehmen (wieder) in zunehmendem Maßefür energiewirtschaftliche Belange. So gesehen kann man davon sprechen, dass in vielen Ländern Europas eine neuartige kommunale und regionale Energiepolitik entsteht (Hisschemöller 2012).
