One Recipe for Many Cooks? Multi-actor Coordination in Post-conflict Countries: Benefits and Risks

Abstract

The Paris Declaration on Aid Effectiveness was designed as an ‘antidote’ to tackle negative effects associated with aid proliferation and fragmentation. This applies especially to fragile and post-conflict environments where donor coordination is most needed. Yet, the alliance between peacebuilding and development under a common headline of ‘harmonization’ may lead to a loss of scope and plurality in danger of social engineering. Considering these risks, the author develops a new approach in systemizing different ways of multi-actor coordination and their implications for peacebuilding-activities in develo** countries. Case studies in Rwanda and Sierra Leone suggest that the advantages of harmonization outweigh potential hazards and risks, which can be minimized by adjustments of donor policies.
