Assessing Government Transparency in China (2021)

Abstract

The year 2020 was a very extraordinary as well as a very difficult year in the history of Hubei Province: the Millennium Dream converged with the Centenary Goal and the Covid-19 pandemic interweaved with profound changes on a scale unseen in a century. As a result, the open government work was baptized by great battles and ordeals. In 2020, the Government of Hubei Province conscientiously implemented the decisions and arrangements made by the CPC Central Committee and the State Council, incorporated the openness of government affairs into the overall work of pandemic prevention and control and optimization of the business environment, made overall plans, innovated mechanisms, advanced the open government work in a coordinated manner, gave full play to the role of government websites, government affairs new media, online news release, “12345” government-citizen interaction hotline and other platforms, accurately, timely and comprehensively disclosed authoritative information in accordance with law, and provided such services as public opinion guidance, policy implementation, answering questions and dispelling doubts, and online handling of government affairs for pandemic prevention and control and post-pandemic economic and social development, thus sha** an open and transparent government image. Faced with the new mission of “deepening the openness of government affairs”, the Government of Hubei Province still needs to further implement the Regulations on the Openness of Government Affairs and relevant policies, standardize the openness of grass-roots government affairs, advance the disclosure of information about public health emergencies, and optimize open government platforms, so as to improve the quality and efficiency of the openness of government affairs.
