Abstract

The Fifth Plenary Session of the 19th Communist Party of China (CPC) Central Committee has strategically laid the groundwork for solidly advancing common prosperity. Beyond a mere economic matter, achieving common prosperity represents a profound political issue that underpins the CPC’s governance.

    “Advance eight priority areas based on eight-strengths”. The “8–8 Strategy” is an eight-pronged initiative for future development proposed by **, the current General Secretary of the Central Committee of the Communist Party of China (CPC), when he was the Secretary of the Zhejiang Provincial Committee of the CPC, at the Fourth Plenary (Expanded) Meeting of the Eleventh CPC Zhejiang Provincial Committee held in July 2003, i.e., to further utilize the strengths of Zhejiang Province in eight areas, including institution, geography, industry, urban–rural coordination, ecology, natural resources, environment, and culture, in order to promote the eight-pronged initiative.

    This refers to a political slogan on environmental policy formulated by Chinese Communist Party (CCP) general secretary **. A more literal translation of the full slogan is “clear waters and green mountains are as valuable as gold and silver mountains” (Chinese: 綠水青山就是金山银山).—Translator’s note.

    Dwelling in the Fuchun Mountains (Chinese: 富春山居圖) is one of the few surviving works by Chinese painter Huang Gongwang (1269–1354) and is considered to be among his greatest works. Painted between 1348 and 1350, the painting was burnt into two pieces in 1650. Today, one piece is kept in the Zhejiang Provincial Museum in Hangzhou, while the other piece is kept in the National Palace Museum in Taipei. Put together, the entire painting would measure 691.3 cm in length.—Translator’s note.

    Five waters means sewage, flood, drainage, water supply, and water conservation. “Governance of Five Waters” means sewage treatment, flood prevention, drainage, water supply, and water conservation. November, 2013, in the fourth plenum of 13th Zhejiang Provincial Committee, ** has clearly put forward the “Governance of Five Waters" as a major strategic approach to water environment management.—Translator’s note.

    In the early 1960s, the officials and citizenry of Fengqiao Town in Zhuji City, Zhejiang Province began a drive to depend on the people to solve problems. The core idea of the model is that the local governments, under the leadership of the Party, uphold the Party’s mass line and fully mobilize and depend on the people to solve their problems, ensuring that small problems are solved within the village and serious ones within the town, rather than passing them up to higher authorities. As a result, social order was well maintained and people lived in peace. Afterward, this experience was continuously enriched and evolved into a model of social governance with distinctive features of the times after the 18th CPC National Congress.
