Integrating Climate Resilience in Sectoral Planning: Analysis of India’s Agriculture Disaster Management Plan

Abstract

The frequency and severity of extreme climate events are increasing, thus posing a significant threat to Indian agriculture and its allied services. The effect of climate events on agriculture could jeopardize food security and livelihood activities on which a large portion of the population relies. Therefore, adaptation and mitigation measures for extreme climate events need to be solidified and integrated into planning and policies at the sectoral level. Accordingly, this paper has been prepared with the aim to address the importance of integrating climate resilience into agriculture sectoral planning to strengthen Indian Agriculture. This paper also aims to highlight the steps for integrating Climate Change Adaption-Disaster Risk Reduction (CCA-DRR) into sectoral planning in the context of the National Agriculture Disaster Management Plan (NADMP) for the Ministry of Agriculture Farmers’ Welfare (MoAFW), Government of India. The paper specifically focuses on the key strategic approaches, namely: (i) policy support and institutional mechanisms (horizontal/vertical) for guiding and implementing risk resilience strategy (ii) multi-stakeholder engagement planning, that is, the formulation of national sectoral strategies (iii) translating national strategy into state/local level action plan(s) (iv) mobilizing budgetary support for implementation (v) monitoring and evaluation.
