Zusammenfassung

In der Literatur wurde festgestellt, dass unternehmerische Aktivitäten sowohl in entwickelten als auch in aufstrebenden Volkswirtschaften wie China langfristig eine wichtige Rolle für das Wirtschaftswachstum und die Schaffung von Arbeitsplätzen spielen. Im SIP sind Hightech-KMU zu einer wichtigen Triebkraft für die wirtschaftliche Entwicklung geworden. Der Begriff „unternehmerisches Ökosystem“ (Entrepreneurial Ecosystem, EE) wurde vor kurzem geprägt und beschreibt ein innovatives und wichtiges Konzept und einen Bezugsrahmen, um unternehmerische Praktiken aus der Sicht der Beteiligten zu lenken. Um die unternehmerische Entwicklung im SIP auf ökologische Weise zu fördern, werden in diesem Kap. 1. Definitionen und Rahmenbedingungen für ein EE untersucht und die Rolle der Regierung in einem solchen Ökosystem aufgezeigt; 2. die KMU-orientierten institutionellen Vorkehrungen und die Gestaltung durch die Regierung des SIP untersucht; und 3. die von der Regierung des SIP ergriffenen Maßnahmen zur Bekämpfung von Covid-19 überprüft. Das Kapitel befasst sich auch mit den praktischen und politischen Implikationen für die Entscheidungsträger in den Kommunalverwaltungen.
