Abstract

When China opened its doors to the outside world it was on the basis of a political decision made by its leader Deng **. It was driven by a response to economic requirements rather than by ideology. From about 1978, Deng and the Communist Party were beginning to feel that foreign interest, and especially capitalist MNCs, could play a constructive role in the growth of China.
