Zusammenfassung
Spätestens seit Mark Carney, der damalige Governor der Bank of England, in einem Interview mit der Financial Times im Dezember 2018 die Einführung von Stresstests für Carbon Risiken ankündigte, ist die Bedeutung dieser Risiken für das Risikomanagement von Bankportfolios und darüber hinaus für die Stabilität des Finanzsystems in den Blickpunkt von Akademikern, Regulatoren und Finanzmarktteilnehmern gekommen. Finanzinstitute und Regulatoren entwickeln interne und regulatorische Klimastresstests, mit denen Risiken identifiziert und quantifiziert werden sollen, die im Rahmen des fortschreitenden Klimawandels auftreten. In einer Studie des Basel Committee on Banking Supervision, 2020, geben 24 von 27 befragten Instituten an, dass sie Klimarisiken unter Verwendung von qualitativen und quantitativen Methoden (Szenarioanalyse, Stresstest) durchführen. Dabei spielen nicht nur physikalische Risiken (infolge extremer Wetterereignisse), sondern zunehmend auch transitorische Risiken der ökonomischen Anpassung im Hinblick auf eine klimafreundlichere Ökonomie eine wichtige Rolle.
