Zusammenfassung
Infrastrukturpolitik war lange eine Domäne korporatistischer Planung. Straßen, Stromleitungen und Bahnhöfe wurden vor allem von der Exekutive geplant, zumeist in enger Kooperation mit wenigen privilegierten und ressourcenstarken Stakeholdern, z. B. Energie- und Transportunternehmen, die sich oft auch noch (teilweise) im Staatsbesitz befanden. Mit anderen Worten: Infrastruktur war eine klassische Domäne des Staates (Schneider und Tenbücken 2004).
