Abstract

The paper presents a top-down technique of non-numerical, qualitative modelling for health systems research and planning. This technique aims at integrating the user and the model to form a learning system. The software-package DEDUC, which is used for this purpose, merges simulation with an expert systems approach. The modelling procedure is based on a hierarchical system of model frames to economize the resources necessary for the construction of problem-oriented models. An application of this technique is the development of primary health care and housing in large urban slum areas in the Third World.
