Abstract
Located in the center of Eurasia Continental Bridge, Guanzhong and Tianshui play a centrally leading role in coordinating regional development. “Guanzhong-—Tianshui Economic Zone” has practical significance in strengthening self-development capacity, enhancing their own internal function, integrating innovation resources, gathering innovation elements and establishing advantage-prominent regional innovation system. While the basic role of market is given the full play in allocating resources, the policy support and reform and improvement of system play a key role in coordinating various scientific and technological resources. The macro-strategy for promoting the development of “Guanzhong-—Tianshui Economic Zone” has been put forward in terms of fiscal and taxation policy, investment and financing policy, “Agriculture, Countryside and Farmer Issues” and industrial policy.
