Zusammenfassung

Das mongolische Bildungsministerium kündigte 1998 eine grundlegende Reform der Lehrerfortbildung an. Das Ministerium begründete die Reform damit, dass eine Orientierung an „internationalen Standards“ dringend erforderlich sei, zumal die Gefahr bestehe, dass das mongolische Bildungssystem international gesehen ins Abseits gerate. Um diese Neuorientierung an internationalen Entwicklungen für alle sichtbar zu markieren, führte das Ministerium Fortbildungsgutscheine ein, ohne jedoch — und das ist das Rätsel, das es hier zu lösen gilt — die den Gutscheinen zugrunde liegende Idee von Qualitätssteigerung durch Wettbewerb zu verfolgen. In der Praxis wurden die Gutscheine von Anfang an als reguläre Anmeldeformulare in neuer Aufmachung gehandhabt, welche lediglich das Teilnahmeinteresse an bestimmten Fortbildungskursen schriftlich festhielten. Dennoch bestand das Ministerium darauf, dass die Reform grundlegend sei und sich nach dem Stand der neuesten Entwicklungen im Ausland richte. Anstelle der mongolischen Bezeichnung erkhen bichig („erkh“ bedeutet Anrecht und „bichig“ Schreiben, d.h. ein Berechtigungsschreiben) benutzte das Ministerium mit Vorliebe die englische Bezeichnung für Bildungsgutscheine: vouchers.
