Abstract
This Chapter is focused on Smart City, a new paradigm using technology and innovation as a tool of sustainable urban development. The paradigm is applied to transforming the Ghost City of Maras/Varosha in divided Cyprus, as an integral part of settlement of the Cyprus Problem on a Win–Win Scenario. Since the War of 1974, as discussed in Chap. 6, Maras/Varosha has been an enclaved city, but we believe it is time to use it as a catalyzer of development as a Special Zone with its own jurisdiction under the sovereignty of North Cyprus.
