Abstract

Another stage of escalation is clandestine terrorist planning and support milieu, drawn from the system-hostile milieu that is significantly smaller and operates covertly. It is dominated by fantasies of violence and destruction, which are also fed by terrorist attacks. The spectrum of planning objectives within this milieu is broad, ranging from state overthrow to targeted mosque attacks, for example, to initiate a civil war. The larger these planning and support groups grow, the higher the probability of their exposure. In recent years, the fact that Germany has been able to identify such groups with diverse compositions highlights the challenges of maintaining the secrecy of the groups’ operations. Despite this, one of the terrorist groups responsible for a significant number of migrant killings also maintained a “support group” dedicated to procuring weapons and other resources.
