Abstract
In this chapter we analyze the paradigm shift in anticorruption strategies on the part of the international community. First we observe the growing importance of transparency in corruption control and the transformation of “good” into “democratic” governance with the recognition of the importance of democracy for economic development by multilateral agencies. Then we describe the implications of this policy change in state budget and public procurement, which consist of institutionalizing transparency in government practices.
