Zusammenfassung
Afrika ist ein Kontinent mit vielen Herausforderungen und Chancen. Bis vor einem Jahrzehnt war der Kontinent eher durch seine Herausforderungen als durch seine Chancen bekannt. Das Narrativ vom „Africa rising“ entstand nach vielen Jahren, in denen der Kontinent als hoffnungsloser Fall dargestellt wurde, der mit Konflikten, Armut, Krankheit und allgemeiner Unterentwicklung einherging. Vor diesem Hintergrund werden in diesem Kapitel die wichtigsten Bemühungen und die größten Hindernisse beim Aufbau eines regionalen Sicherheitskomplexes in Afrika unter der Schirmherrschaft der AU analysiert. Es wird deutlich, dass sich verschiedene externe Akteure einmischen und Einfluss ausüben, nämlich die EU und insbesondere Frankreich. Der Autor erläutert deren Rolle bei der sicherheitspolitischen (Des-)Integration der AU, wenngleich beide als wichtige externe Geber und Beitragszahler zur AU-Agenda fungieren.
