Resilience of the Romanian Healthcare System Under COVID-19 Pandemic

Abstract

The COVID-19 pandemic stretched the limits of healthcare systems throughout the world. The countries with poor governance and low institutional capacity track record proved to be particularly vulnerable. Romania is a representative case for this category of countries. This chapter aims to investigate the resilience of the Romanian Healthcare System. Using the characteristics proposed by Kruk et al. (BMJ, 357, j2323. j2323, 2017) and based on the investigation of the literature, qualitative assessment is provided in order to underline the key vulnerabilities that pushed the Romanian healthcare system to its limits. Some of these vulnerabilities range from low budget provisions for prevention campaigns, lack of healthcare specialists, low engagement of citizens and community, deficiencies in communication, political instability and many others. Consequently, by analysing the response the Romanian healthcare system provided to the pandemic, this chapter will conclude with some lessons that are to be learned so as to improve the management in healthcare.
