Legitimacy and performance are core features of matured state. Modern and fully matured states are therefore expected to earn legitimacy and perform adequately in delivery provisions.

There are different definitions of the HOA. For this paper, I use the definition of the HOA as consisting of the six countries. The rationale behind the selection of the six countries is that all suffer from intra- and interstate conflicts that are intimately connected, which warrants treating them as a single unit of analysis.
