Abstract
As of the early 2000s, Greece experienced a string of fires and earthquakes that neither the public nor authorities were prepared for. The difficult fire season showcased the inability of local authorities, including the Forest Service, Fire Corps, and Greek Prime Minister, to work together with the police as a team to control the fires. Unprecedented severe indications of arson by some local members of the populations were emerging, and the Minister for Citizen Protection did not have a proper plan for an evacuation order in place, leading to loss of lives and land. In the aftermath, a significant call for reform followed, demanding from the local authorities to tackle issues such as budget constraints, hostility between the Hellenic Police and the public, access to resources, improved warning systems, and proper training.
