Abstract

This chapter aims to examine how various aspects of offender rehabilitation have been delivered in the Hong Kong criminal justice system. It gives a brief account of why the rehabilitative ideal has been maintained in Hong Kong, discusses the historical development and operation of the probation and the prison system are how they are firmly rooted on the rehabilitation ideal, and argues that the strong faith and commitment to maintaining rehabilitation in Hong Kong is based on strong public support for rehabilitation work as well as promising results derived from a variety of recidivism studies. The chapter concludes with an exploration of future directions in rehabilitation practice and research needed to improve its quality and outcomes.
