Abstract
The land administration system has two main functions: the Land Cadastre and the Land Registry. Integration is mainly dealt with from the point of view of technical issues, while the unification is usually dealt with from an organizational and legal aspect. This research aims to analyze the possible paths for the unification of the Land Cadastre and the Land Registry in Cape Verde and its implications for local governance in the country. Questionnaires were prepared and applied to those involved in land administration processes to capture the perception of these actors in the issue of unifying the land registry with the land cadastre. The issue of the existence of various legal diplomas and the several institutions involved in the process of land administration in Cape Verde was considered, as well as the impact of a new approach to the land administration system based on the unification of laws and institutions. This new approach will lead to the simplification of internal and external land administration workflows. The main positive effects of a unified land administration system have to do with the higher quality of the data and with the reduction of the non-harmonization between these data. And, above all, the user does not have to go through different institutions to transact the property, it will reduce not only the transaction time, but also the cost itself, providing more legal guarantee on the property transaction process, with positive effects on the local and urban governance system in Cape Verde.
