Abstract
In the course of the study, a predominantly phenomenological philosophy was used. So, the results were obtained on the basis of opinions of Russian and foreign experts in the field of circular economy. The problems related to the characteristics of modern waste management infrastructure in Russia, which is not complying with the principles of a circular economy. The authors claim that the state policy for the development of a circular economy should be considered much broader than building a rational solid waste management system. The authors distinguish the project approach, which involves the projects of infrastructure development, new technologies implementation, educational or social projects. The identified areas of state policy are reflected in 5 national and 11 federal projects. The main approach is project approach, which involves the projects of infrastructure development, new technologies implementation, educational or social projects.
