Abstract

A unified concept of the elaboration of a water disposal system has been developed stage-by-stage for a large area in the central ecological zone of Baikal region with the use of a program–goal-oriented method. The volume of wastewater that will form in the region up to 2030 has been forecasted. Two technologies of wastewater biological treatment that are most efficient for Baikal region have been identified. The concept, in particular, contains a list of measures ensuring the achievement of target ecological indices of the wastewater disposal system. Proposals have been given for the reconstruction, modernization, and construction of treatment facilities; the comparison of target indices has been used to find the optimal variant. The structure of a centralized system for wastewater disposal management have been developed.
