Abstract
The emerging Information Communication and Technology (ICT) for development approach towards public sector transformation is creating new perceptions about governments and governance. The twin objective of achieving further improvements in service delivery and efficacy in government functioning is bringing about a rethinking of the role of ICT. While there has been a lot of success in these endeavors, evidence of failed programs has drawn attention to the level of risk involved in implementation. These implementation risks increase even further when program has to be implemented at multiple locations spread geographically apart. Multiple challenges on role of leadership, process alignment, availability of right skills and managing change has prompted us to look into the case of e-governance implementation at Haryana Urban Development Authority (HUDA). The exploratory study throws light on critical factors for the success of e-governance programs and how HUDA handled these challenges to achieve the desired success for the program.
