Definition

Aged or severe damaged vessels or offshore structures are decommissioned or cut into several parts. Due to some inescapable factors, such as low value, high pollution, radioactive nuclear waste, hard to divide, harmful to people, etc., the structures could not be modified for reuse nor dismantled into components. Hence, the whole structure would be stored at a place for a long period, say usually 10 years or more, waiting for the further processing.

Background and Introduction

The oil and gas sector is facing a sharp rise in decommissioning spending, forecasting an increase from around US$ 2.4 billion in 2015 to almost US$ 13 billion, per year, by 2040 (Correa and Russel 2017). While in China, there will have 81 decommissioning oil fields, 164 offshore platforms, 3240 km pipelines, and 2310 subsea wells by the end of 2040.
