Introduction
A global movement of new public management which emerged in the 1980s is characterized by outsourcing the production of public goods and services to private organizations (Denhardt and Denhardt 2000; Haque 2007). Privatization advocates argue that governments will receive better services at lower costs because of the expertise and innovation of private service operators (Van Slyke 2007). Under the influence of new public management and neoliberalism, there is a convergence toward outsourcing social service production to third sector organizations such as nonprofit organizations and social enterprises. For example, in the UK, The Public Services (Social Value) Act 2012 calls for all public sector commissioning to factor in social value and was designed to open up more opportunities for social enterprises to win bids for the delivery of public services.
