Abstract

Engineering progress tardiness is one of the main reasons for nuclear power plant (NPP) construction high costs. This paper analyzes reasons that the current NPP construction cost is increasingly high from the perspective of regulatory; discusses the impacts of engineering progress tardiness caused by equipment quality problems, improper construction management and supervision; proposes methods such as improve nuclear safety equipment regulatory systems and mechanisms, strengthen general contractors management, construct information feedback platform, promote safety culture to avoid engineering progress tardiness problems, and control NPP construction cost ultimately.
